ACT APPROPRIATING THE SUM OF FIVE MILLION PESOS TO DEFRAY THE EXPENSES OF THE NATIONAL GOVERNMENT IN CONNECTION WITH, AND INCIDENTAL TO, THE ELECTION OF ELECTIVE PROVINCIAL, CITY, MUNICIPAL AND MUNICIPAL DISTRICT OFFICIALS AND OF THE EIGHT SENATORS TO BE HELD ON THE SECOND TUESDAY OF NOVEMBER, NINETEEN HUNDRED AND FIFTY-NINE.
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. There is hereby appropriated, out of any funds in the National Treasury not otherwise appropriated, the sum of five million pesos to be spent under the exclusive authority of the Commission on Elections, for payment of the expenses which the National Government may incur in connection with, and incidental to, the holding of the elections on the second Tuesday of November, nineteen hundred and fifty-nine, for all elective provincial, city, municipal and municipal district officials and for the eight senators who will succeed those whose terms of office will expire on December thirtieth, nineteen hundred and fifty-nine: Provided, That this appropriation shall be available for expenditure before July one, nineteen hundred and fifty-nine and shall continue to be available after June thirty, nineteen hundred and sixty, exclusively for this purpose: And provided, further, That the unexpended balance, if any, may be used to pay; prior years elections' obligations.
SEC. 2. Any provision of existing law to the contrary notwithstanding, officers and employees of the Commission on Elections, or those assigned thereto, except the Chairman and Members of the Commission on Elections, when working overtime on Saturdays, Sundays and holidays or after twelve-thirty o'clock post meridian during half day sessions and after five o'clock post meridian on regular working days, when authorized by the Commission on Elections may be paid compensation from the appropriation authorized in this Act at rates to be fixed by the Commission on Elections which shall not exceed the rate f their regular monthly compensation. Such additional compensation shall not exceed, for any one month, the equivalent of the regular compensation nor shall it exceed, for any one fiscal year, fifty per centum of such regular compensation.
SEC. 3. This Act shall take effect upon its approval.
