[ ADMINISTRATIVE ORDER NO. 236, August 06, 2008 ]
REVVING UP THE GOVERNMENT MACHINERY FOR MASSIVE WELFARE, LIVELIHOOD AND PUBLIC WORKS PROGRAMS
WHEREAS, the Department of Social Welfare and Development (DSWD) acts as the Secretariat for the National Social Welfare Program;
WHEREAS, the Presidential Management Staff (PMS) acts as the Secretariat of the Pro-Performance System and the Micro, Small and Medium Enterprises Council;
WHEREAS, government did not frontload budget outlays in the first semester;
WHEREAS, pork barrel should be harnessed in boosting growth, jobs and welfare;
NOW THEREFORE, I, GLORIA M. ARROYO, President of the Philippines, by the powers vested in me by law, do hereby order:
Section 1. The Secretary of the DSWD and the Director-General of the PMS shall push agencies implementing programs under their watch to boost accomplishments and spending by at least 40% over the first semester.
Section 2. The Secretary of Budget and Management shall accelerate the release of the Philippine Development Assistance Fund.
Section 3. This order shall take effect immediately. Manila, 06 August 2008
