[ Act No. 1902, May 18, 1909 ]
AN ACT AUTHORIZING THE GOVERNOR-GENERAL TO DIRECT THAT ANY UNEXPENDED BALANCES OF APPROPRIATIONS BE RETURNED TO THE GENERAL FUND OF THE INSULAR TREASURY AND TO TRANSFER FROM THE GENERAL FUND MONEYS WHICH HAVE BEEN RETURNED THERETO.
By authority of the United Stairs, be it enacted by the Philippine Legislature, that:
SECTION 1. Until July first, nineteen hundred and twelve, whenever the public ink-rest so requires, or when such measure is for the benefit of the public service, the Governor-General may direct that any unexpended balance of the appropriation for any Bureau, Office, or branch of the Government, or for any other purpose, shall be returned in whole or in part to the general fund of the Insular Treasury: or he may transfer to the credit of any Bureau, Office, branch of the Government any part of the funds appropriated for any Bureau Office, or branch of the Government during the previous fiscal year which has been returned to the general fund of the Insular Treasury, and the funds so transferred may immediately be expended by the Bureau, Office, or branch of the Government to which they have been transferred, in the same manner as if they had originally been appropriated for said Bureau, Office, or branch of the Government : Provided, That such transfers shall not increase the total sum appropriated for current expenses in any fiscal year.
SEC. 2 . This Act shall take effect on its passage.
