[ PROCLAMATION NO. 1620, September 09, 2008 ]
ENJOINING THE NATION TO CELEBRATE SEPTEMBER 15, 2008 AS INTERNATIONAL DAY OF DEMOCRACY AND EVERY YEAR THEREAFTER
WHEREAS, the Philippines is one of the original founding members of the International Conference of the New and Restored Democracies;
WHEREAS, the Philippines remains fully committed to the principles and ideals of democracy, human rights and the rule of law and is strongly supportive of the initiatives of the United Nations and National Governments worldwide to advance and consolidate democratization in new and restored democracies;
WHEREAS, the United Nations General Assembly, through Resolution A/62/L.9 of 8 November 2007 decided to observe yearly an International Day of Democracy, which should be brought to the attention of all people for its celebration and observance;
WHEREAS, the same Resolution further invites all Member States, organizations of the United Nations system, regional and intergovernmental organizations, non-governmental organizations and individuals to commemorate the International Day of Democracy in an appropriate manner that contributes to raising public awareness;
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby enjoin the nation to observe September 15, 2008 as International Day of Democracy and every year thereafter.
I hereby direct the Department of Foreign Affairs to initiate, coordinate and lead the proper observance of the International Day of Democracy culminating in its observance this year and the succeeding years.
I hereby further direct all concerned departments, agencies and other instrumentalities of the government as well as relevant non-government organizations, including churches, religious communities, civic organizations, and the business community to support the Department and work together in ensuring active participation of everyone in this event.
All national and local publications, television networks and radio stations are enjoined to help generate awareness and public support for activities in promoting the observance of the event.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
