TO:	THE MINISTER OF LOCAL GOVERNMENT AND COMMUNITY DEVELOPMENT

In order to allow the Ministry of Tourism with its limited manpower resources to devote better and closer attention to the licensing, regulation and supervision of internationally oriented tourism establishments, it is hereby directed that the local, municipal and city governments roassume jurisdiction over the licensing, regulation and supervision of all sauna and massage parlors, as well as cocktail lounges, bars and beer gardens within their respective jurisdiction.

This is to take effect immediately.
