WHEREAS, despite the fact that the Balikbayan program has been in operation since September 1973, there remain thousands of overseas Filipinos who, due to economic consideration or job arrangements, have not been able to take advantage of the program;

WHEREAS, there have been repeated requests from associations of overseas Filipinos either directly or through Philippine diplomatic missions, to extend the Balikbayan program so that overseas Filipinos can revisit the homeland and personally observe the development of the New Society;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby extend the Balikbayan program to another period beginning March 1, 1979 to February 29, 1980 featuring the same incentives and benefits provided by Letter of Instructions No. 493 issued on December 30, 1976.

DONE in the city of Manila, this 14th day of February, in the year of Our Lord, nineteen hundred and seventy-nine.
