IMPLEMENTATION OF PRESIDENTIAL DECREE NO. 549 PLACING THE CITY PUBLIC WORKS SUPERVISORS DIRECTLY UNDER THE SUPERVISION OF CITY ENGINEERS THRU THE ABOLITION OF THE OFFICE OF THE CITY PUBLIC WORKS SUPERVISOR]

Presidential Decree No. 549 amending Section 18 of Republic Act No, 5185 and placing City Public Works Supervisors directly under the supervision of City Engineers was promulgated because many City Mayors have treated the Office of City Public Works Supervisor as independent of the Office of the City Engineer and, in most cases, have even divested the City Engineers of their functions as provided for in the respective City Charters and transferred such functions to the Office of the City Public Works Supervisor.

It is noted that notwithstanding the promulgation of PD 549, there are still many City Mayors who refuse to place the City Public Works Supervisors under the direct control and supervision of the City Engineers concerned.  Such a situation is not conducive to the promotion of harmonious, effective and efficient administration of public works projects and results, in most cases, in the overlapping of functions or conflict of jurisdiction between the Offices of the City Engineer and the City Public Works Supervisor.

In the interest of public service, therefore, you are all enjoined to abolish, the Office of the City Public Works Supervisor, return all personnel to the Department of Engineering and Public Works of the City without reduction in salaries, place City Public Works Supervisors under the direct control and supervision of City Engineers and for City Engineers to carry out all public works constructions, repairs and improvements of the City financed by city funds, pursuant to the respective Charters of the cities.

This Order should be implemented immediately.
