[ LETTER OF INSTRUCTIONS NO. 785, December 22, 1978 ]

CREATING A NATIONAL PLANNING AND COORDINATING SECRETARIAT FOR THE PURPOSE OF DESIGNING AND IMPLEMENTING REORIENTATION AND MOTIVATIONAL TRAINING PROGRAMS AND SPECIAL COURSES FOR CIVIL SERVICE PERSONNEL IN EACH MINISTRY IN PURSUANCE OF THE NEED TO INTERNALIZE GOVERNMENT REFORMS.

WHEREAS, the realization of the revolutionary reforms and national programs of the Government depends, to a large extent, on a parallel and complementary internal revolution in the citizen;

WHEREAS, the internalization of mass-oriented reforms and innovative government programs is urgently needed to eradicate the various social diseases nurtured in the past as well as to achieve the goals and desired conditions being pursued by the New Society;

WHEREAS, internal revolution can only be achieved through organized efforts which should be persistently implemented in order that the greatest number of citizens may undergo the required change in habits, thinking and attitudes;

WHEREAS, the internalization of reforms should properly begin among those who are in the Government service;

WHEREAS, an internal revolution training program has been effectively developed by the Armed Forces of the Philippines and that this could serve as an ideal model by the different Ministries for purposes of designing a appropriate reorientation and motivational training course for their respective personnel;

WHEREAS, it is a policy of the New Society to effect a desirable relationship and coordination between the military and civilian sectors and to encourage the military to provide assistance in civilian undertakings,

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and instruct:

SECTION 1. There is hereby created a National Planning and Coordinating Secretariat for the purpose of designing and implementing reorientation and motivational training Programs and special courses for Civil Service Personnel in each Ministry in pursuance ox the need to internalize government reforms.

SECTION 2. Th Armed Forces of the Philippines is. hereby designated to provide the National Secretariat its facilities and technical services as well as to coordinate with the various Ministries towards achieving the objectives of this LOI.

SECTION 3. The National Secretariat shall have the following functions:
  1. Formulate necessary policies and guidelines.
  2. Design training programs and special courses for each Ministry taking, into account the different needs of each Ministry.
  3. Train the corps of trainors for each Ministry, whenever necessary.
  4. Undertake a continuing program of studies, re-evaluation, analysis, redesigning and updating of training programs as a means to ensure effectiveness and relevance to existing training programs and special courses.
  5. Prepare and submit to the President of the Philippines periodic reports and recommendations on this project.
SECTION 4. This Letter of Instructions shall take effect immediately.
