The session of the Batasang Pambansa before the recent recess of that body demonstrated the need for closer and more sustained examination by the cabinet of all proposed bills before these are placed before the Assembly for consideration. That such scrutiny has not always been possible under present circumstances has come to the notice of many, including the cabinet itself.
To provide the thorough scrutiny that is thus called for, a cabinet committee is hereby constituted as follows to study and pass upon the merits and desirability of every cabinet and parliamentary bill submitted:

Jaime Co Laya, Vicente Paterno and Estelito Mendoza |
The committee, whenever necessary, shall be automatically expanded to include the heads of such ministries as may have jurisdiction over or relevance to the subject matter of the Proposed bill.
Henceforth, no cabinet or parliamentary bill shall be brought before the Batasang Pambansa unless it is recommended by the above committee for the Cabinet.
Cabinet bills recommended for consideration of the Assembly shall be certified and transmitted to the Speaker of the Batasang Pambansa by Presidential Assistant Juan C. Tuvera upon prior approval of the President and Prime Minister.
