AN ACT TO APPROPRIATE FOUR MILLION EIGHT HUNDRED THOUSAND PESOS FROM THE EXCISE TAX RECEIVED FROM THE GOVERNMENT OF THE UNITED STATES TO REIMBURSE THE AMOUNT APPROPRIATED UNDER ACT NUMBERED THIRTY-NINE HUNDRED AND THIRTY-TWO FROM FUNDS UNDER ACT NUMBERED TWENTY-NINE HUNDRED AND FORTY FOR THE CONSTRUCTION OF IRRIGATION SYSTEMS.

Be it enacted by the National Assembly of the Philippines:

SECTION 1. The sum of four million eight hundred thousand pesos is appropriated out of the excise tax received from the Government of the United States of America, to reimburse the amount appropriated by Act Numbered Thirty-nine hundred and thirty-two from the proceeds of the sale of bonds issued under Act Numbered Twenty-nine hundred and forty, so as to restore in full the unexpended balance of said funds which were expressly provided for the construction of irrigation systems. The funds herein appropriated shall be expended under the supervision of the Secretary of Public Works and Communications with the approval of the President of the Philippines under the provisions of Act Numbered Twenty-one hundred and fifty-two as amended, but the charges to be collected from landowners within any irrigation system to be constructed under this Act shall be determined as provided for in Commonwealth Act Numbered Eighty-seven.

SEC. 2. The President of the Philippines is authorized to suspend or otherwise stop the expenditure of the amount herein appropriated, whenever in his opinion, the public interest so requires and thereupon the funds affected by such action shall become available for any other authorized expenditure as the President may determine.

SEC. 3. This Act shall take effect upon its approval.
