While pursuing the policy that has accelerated the road-building program in all parts of the country in the past five and a half years, the government should not lose sight of an important aspect of the program, which is the need to lower the cost of stabilization of the foundations of roads and highways. To fulfill this need, polymer is now being utilized in the construction of the road in the Naic-Trece Martires area in Cavite.
It is hereby directed that the use of polymer be studied for use in road-building projects in other parts of the country. A report on the feasibility of extending the application of the method to other areas around the country is desired.
