[ LETTER OF INSTRUCTIONS NO. 687, April 18, 1978 ]

TO: The Secretary of Trade
The Secretary of National Defense
The Governor, Central Bank of the Philippines
The Chairman, Civil Aeronautics Board
The Commissioner, Bureau of Customs
The Administrator, Civil Aeronautics Administration

Considering that delay in securing clearance for the exportation by Philippine Airlines of aircraft, engines, parts, and other equipment impairs the ability of the airline to dispose of its surplus aircraft, engines, parts, and other equipment to foreign buyers and to earn foreign exchange for the country, and considering further that the ownership, control, and management of Philippine Airlines have been reacquired by the government, Philippine Airlines is hereby allowed and authorized to sell and export to foreign buyers any aircraft, engines, parts, and other equipment that are no longer needed for its operations without need of securing prior approval or clearance from any agency of the Government.

Done in the City of Manila, this 18th day of April, in the year of Our Lord, nineteen hundred and seventy-eight.

(Sgd.) FERDINAND E. MARCOS
President of the Philippines
