WHEREAS, despite the fact that the Balikbayan program has been in operation since September 1973 there remain thousands of overseas Filipinos who, due to economic consideration or job arrangements, have not been able to take advantage of the program;

WHEREAS, there have been repeated requests from associations of overseas Filipinos either directly or through Philippine, diplomatic missions, to extend the Balikbayan program so that overseas Filipinos can revisit the homeland and personally observe the development of the New Society;

NOW, THEREFORE, I extend the Balikbayan program to another period beginning March 1, 1978 to February 28, 1979 featuring the same incentives and benefits provided by Letter of Instructions No. 493 issued or December 30, 1976.
