WHEREAS, the Postal Service plays a vital role in the development of economic, cultural, social and political life of a nation;

WHEREAS, the existing postal network core in the island of Luzon is inadequate for a systematic and speedy delivery of mails; and

WHEREAS, the establishment of distribution centers at strategic points of the postal network is indispensable to make the Postal Service responsive to the demands of the mailing public;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby direct the General Manager, Philippine National Railways to make available to the Bureau of Posts adequate and suitable spaces for the establishment of postal distribution centers at Tutuban, Caloocan, Logaspi City, and San Fernando, La Union.
