[ LETTER OF INSTRUCTIONS NO. 602, September 26, 1977 ]
TO: | The National Economic and Development Authority Departments and Agencies of the National Government |
WHEREAS, the Philippine Development, a magazine published by the NEDA, which is devoted to the reporting of the achievements of the Philippines in social and economic development, is now on its fifth year of operation;
WHEREAS, a translated version in the Filipino language will be made available to reach a wider reading public in the local and grassroots level;
THEREFORE, the following arc instructed to ensure the financial viability of this government project without continuing budgetary subsidy;
1) | All Departments of the government, including agencies and instrumentalities engaged in the implementation of social and economic programs, should work out a subscription program for their key officials and library in order to improve their information campaign on government achievements; |

2) | The Department of Education should prescribe Philippine Development, or its Filipino version, as required reference material; |
||
3) | The Department of Local Government and Community Development should assist in the promotion of the Philippine Development and especially, its Filipino edition; |
||
4) | All departments and agencies or instrumentalities of government engaged in implementation of social and economic programs should extend assistance to the staff of Philippine Development in the preparation of articles assessing the progress of their respective program or programs; |

5) | Philippine Development should work out |

(a) |
a program of subscription discounts appropriate only to government instrumentalities; |
||
(b) |
a program of financial viability and independence by enlarging its market to the general public at cost and setting up a separate unit under the direction of the NEDA, incorporated under public law. |
The provisions of this Letter of Instructions shall take effect immediately.
