AN ACT APPROPRIATING THE SUM OF NINETY THOUSAND PESOS FOR THE CONSTRUCTION OF BUILDINGS TO RELIEVE CONGESTION AND TO PROVIDE SUITABLE QUARTERS FOR CHILDREN CARED FOR BY THE OFFICE OF THE PUBLIC WELFARE COMMISSIONER, AND FOR OTHER PURPOSES.
Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:
SECTION 1. The Secretary of Public Instruction is hereby authorized to order the construction of such buildings as can be constructed and equipped by the expenditure of the amount provided hereunder, to relieve the congestion of children cared for by the Office of the Public Welfare Commissioner, and to provide shelter and care for the mentally handicapped children known as feebleminded, as well as to provide shelter and care for accused minors, under detention orders, sent thereto by courts of justice.
SEC. 2. To carry out the purposes of this Act, the amount of ninety thousand pesos is hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated, sixty thousand pesos of which are to be expended in the manner provided in the preceding section, including the purchase of equipment and furniture, and for other necessary miscellaneous purposes, and the remaining amount of thirty thousand pesos is to be expended for the maintenance and operation of the Home for Mentally-Defective Children, under the following items:
