AN ACT APPROPRIATING FUNDS FOR THE ESTABLISHMENT OF POST OFFICES IN MUNICIPALITIES WITHOUT POSTAL SERVICE AND THE EXTENSION OF POSTAL SAVINGS BANK AND MONEY ORDER SERVICE IN ALL POST OFFICES WITHOUT SUCH FACILITIES.
Be it enacted by the National Assembly of the Philippines:
SECTION 1. There is hereby appropriated out of any funds in the Philippine Treasury not otherwise appropriated the sum of one hundred and thirty-seven thousand pesos, or so much thereof as may be necessary, for the establishment of post offices in municipalities without postal service and the extension of the postal savings bank and money order service in all post offices in the Philippines without such facility at the time of the passage of this Act, and for the maintenance and operation of the same from the time of their establishment up to December thirty-one, nineteen hundred and thirty-seven, itemized as follows:
SEC. 3. Any balance of this appropriation remaining unexpended and unobligated on December thirty-one, nineteen hundred and thirty-seven, shall revert to the unappropriated funds in the Philippine Treasury and shall thereafter not be available for expenditure except upon appropriation by the National Assembly.
SEC. 4. The sums herein appropriated shall be released and distributed in the discretion of the Secretary of Public Works and Communications, upon the approval of the President of the Philippines and upon the recommendation of the Secretary of Finance to that effect and certification of availability thereof by the Auditor General.
SEC. 5. This Act shall take effect upon its approval.

SECTION 1. The establishment, maintenance, and operation of the postal savings bank and money order service in post offices as herein provided shall be in accordance with existing law and regulations.(a) Supplies and equipment necessary for the establishment of the service and for the main tenance thereof P111,188(b) Salary of each treasurer-postmaster in the eight municipalities having no post office at present, at P216 per annum 1,728(c) Increase of P54 per annum in the salary of each treasurer-postmaster in 353 post offices where postal savings bank and money order service are to be established 19,062(d) Salaries of 5 clerks to handle additional work in the Central Office, at P360 per annum.. 1,800(e) Compensations of mail contractors for transporting mails to and from the eight munic ipalities where post offices are to be established P1,222(f) For posters, printed literature and other advertising matter, to acquaint people of the postal savings bank and the money order service and facilities 2,000 -------------Total P37,000
