[ PRESIDENTIAL DECREE NO. 945, June 16, 1976 ]

INTEGRATING THE CURRIMAO SCHOOL OF FISHERIES, THE DINGRAS NATIONAL AGRICULTURAL SCHOOL, AND THE ILOCOS NORTE SCHOOL FOR CRAFTSMEN, ALL SITUATED IN THE PROVINCE OF ILOCOS NORTE, WITH THE MARIANO MARCOS MEMORIAL COLLEGE OF SCIENCE AND TECHNOLOGY, FOR UNIFICATION OF PROGRAMS AND POLICIES FOR REGIONAL DEVELOPMENT, AND APPROPRIATING FUNDS THEREFOR FOR THE PURPOSE.

WHEREAS, the Constitution of the Philippines directs the State to establish and maintain a complete, adequate and integrated system of education relevant to the goals of national development and further prescribes that all educational institutions shall aim to develop scientific, technological and vocational efficiency;

WHEREAS, there are at present three National Schools aside from the Mariano Marcos Memorial College of Science and Technology in the second district of Ilocos Norte, operating independently of each other and are of different disciplines, servicing only the residents thereabouts;

WHEREAS, the integration of the aforementioned schools into the Mariano Marcos Memorial College of Science and Technology will attain a unification of programs and policies for regional development; and

WHEREAS, the integration of the aforementioned schools would serve to better achieve the above mentioned national goals and the aforestated aims;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:

SECTION 1. The Currimao School of Fisheries located at the Municipality of Currimao, Province of Ilocos Norte; the Dingras National Agricultural School located at the Municipality of Dingras, Province of Ilocos Norte; and the Ilocos Norte School for Craftsmen located at the Municipality of Paoay, Province of Ilocos Norte are hereby integrated and made a part of the Mariano Marcos Memorial College of Science and Technology located in the Municipality of Batac, Ilocos Norte: Provided, That they will continue to offer their present courses of studies and degree courses that the Board of Trustees may in its discretion authorize.

SEC. 2. The faculty, personnel, properties, records, obligations and unexpended balance of appropriations of the three national schools are hereby transferred to the Mariano Marcos Memorial College of Science and Technology.

SEC. 3. Salaries of the faculty and personnel of the three national schools referred to above shall be adjusted and/or up-graded to the level of the salaries of the faculty and personnel of the Mariano Marcos Memorial College of Science and Technology by the Board of Trustees of the latter.

SEC. 4. In addition to their present appropriation the sum of Nine Million Pesos (P9,000,000.00) is hereby appropriated out of the funds of the National Treasury not otherwise appropriated, to carry out the purposes of this Decree, for the construction of buildings, and for the operation and maintenance of the afore-mentioned schools. Thereafter, funds needed for the maintenance and operation of these schools shall be incorporated into the budget of the Mariano Marcos Memorial College of Science and Technology for inclusion in the annual General Appropriations measure.

SEC. 5. The Secretary of Education and Culture is hereby directed to take such steps as are necessary for the immediate implementation of this Decree.

SEC. 6. All laws, decrees, executive orders and regulations contrary to or inconsistent with the provisions of this Decree are hereby repealed or amended accordingly.

SEC. 7. This Decree shall take effect immediately.
