[ Act No. 2423, December 03, 1914 ]

AN ACT MAKING APPROPRIATIONS FOR CURRENT EXPENSES AND PUBLIC WORKS AND PERMANENT IMPROVEMENTS IN THE DEPARTMENT OF MINDANAO AND SULU FOR THE FISCAL YEAR ENDING DECEMBER THIRTY-FIRST, NINETEEN HUNDRED FIFTEEN.

By authority of the United States, be it enacted by the Philippine Commission, that:

SECTION 1. The following sums or so much thereof as may be necessary are hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated as Insular aid to the Department of Mindanao and Sulu for the fiscal year ending December thirty-first, nineteen hundred fifteen, subject to detailed appropriation by the administrative council under the supervision of the Philippine Commission as provided by section six (a) of Act Numbered Twenty-four hundred and eight:
For the expense of the department government, including the offices of the governor and members of the administrative council, and otherwise as the public service may require : Provided, That the Governor-General may require the department secretary or an assistant to the department governor to perform the duties of department treasurer or department attorney as in his discretion may be to the greatest advantage to the public service

For aid in the current expenses of the provincial government of Agusan and the newly organized Provinces of Bukidnon, Cotabato, Davao, Lanao, Sulu, and Zamboanga
365,000.00
 
For superintendence, maintenance, and other expense of primary schools including educational work among adults in elementary civics, agriculture, and household industries 225,000.00 For superintendence, maintenance, and other expense of dispensary stations, public hospitals, and health service
130,000.00
 
For aid in the provision by artesian wells or otherwise of potable water for municipalities ; for the construction and improvement of bridges, roads, and trails; provision of landing facilities in the form of piers, wharves, and otherwise at minor ports; removal of obstructions to navigation; and the extension of telephone lines; for the maintenance of wharves and mooring buoys at the ports of Jolo and Zamboanga and the reconstruction of the wharf at Zamboanga, including the repayment to Insular trust funds of the sum of thirty-two thousand pesos and interest thereon, which was loaned to the Moro Province and expended for the improvement of that port of entry

For the payment to Insular trust funds of the loan of fifteen thousand pesos with interest thereon, and refund to the municipal government of Dapitan of payments made on these accounts, for the Insular project of the Rizal Memorial at Dapitan

For the installation and operation of small radio stations, telegraph lines, marine cables, and other . extensions of the Insular telegraph service to be expended by the Director of Posts under the supervision of the Secretary of Commerce and Police

SEC. 2. Authority is hereby granted Lieutenant A.  K. Buck, Philippine Constabulary, acting as assistant to the governor of the Province of Agusan for the district of Gibung-Simulao, for the period January first to August thirty-first, to receive compensation in addition to his pay and allowances as an officer of the Philippine Constabulary notwithstanding the provisions of Act Numbered One hundred and forty-eight, Philippine Commission.

The provisions of the last paragraph of section seven of Act Numbered Twenty-four hundred and eight are hereby made applicable to the Provinces of Agusan and Bukidnon as of date January first, nineteen hundred fourteen.

SEC. 3. The unexpended and unappropriated balances of   unexpended     and funds pertaining to the treasury of the Department of Mindanao and Sulu on December thirty-first, nineteen hundred fourteen, shall be available for reappropriation by the administrative  council  subject to the supervision of the Philippine Commission as provided by section six (a)  of Act Numbered Twenty-four hundred and eight.

SEC. 4. This Act shall take effect on its passage.
