[ Commonwealth Act No. 185, November 13, 1936 ]
AN ACT TO AMEND SECTIONS ONE, TWO AND THREE OF COMMONWEALTH ACT NUMBERED NINETY-FOUR, ENTITLED "AN ACT TO COORDINATE THE INFORMATION AND PUBLICITY AGENCIES OF THE GOVERNMENT AND TO PROVIDE FUNDS THEREFOR", AND TO INSERT A NEW SECTION AFTER SECTION THREE OF SAID ACT, TO BE KNOWN AS SECTION THREE (A).
Be it enacted by the National Assembly of the Philippines:
SECTION 1. Section one of Commonwealth Act Numbered Ninety-four, entitled "An Act to coordinate the information and publicity agencies of the Government and to provide funds therefor" is hereby amended to read as follows;
SEC. 3 (A). Pending the appointment and qualification of the members of the National Information Board as provided in section one hereof, the Secretary of the Interior is hereby authorized to carry out the provisions and purposes of this Act.
SEC. 5. This Act shall take effect upon its approval.

SECTION 1. Section one of Commonwealth Act Numbered Ninety-four, entitled "An Act to coordinate the information and publicity agencies of the Government and to provide funds therefor" is hereby amended to read as follows;
"SECTION 1. Hereafter all the information, publicity, and propaganda work of the Government shall be under the direction of the National Information Board composed of a chairman and two members to be appointed by the President of the Philippines with the consent of the Commission on Appointments of the National Assembly. The National Information Board is hereby authorized to adopt such methods or avail of such means as the radio, the press, and community assemblies as it may deem necessary to properly inform the people of the activities, accomplishments, and policies of the Government and thereby establish a closer relation between the Government and the people."SEC. 2. Section two of the same Act is hereby amended to read as follows:
"SEC. 2. The National Information Board shall draw up plans for the purpose of—¦SEC. 3. Section three of the same Act is hereby amended to read as follows:
"(a) Developing a more intelligent and enlightened public opinion especially among adults;
"(b) Informing the public regarding any subject of wide interest, citizenship activities and duties, taxation, health problems, proper diet, and the like;
"(e) Guiding the public in advanced methods of industry, agriculture, commerce, and other fields of economy; and
"(d) Coordinating the publications of the Government and those of its instrumentalities."
"SEC, 3. In order to carry out the purposes of this Act, the radio broadcasting and printing facilities of the Government shall be made available for the use of the National Information Board and its agents and representatives, and it may also request the cooperation and help of any department, bureau or office of the National Government in the gathering or compilation of the necessary data and information, in the preparation of materials, lectures, and literatures, and in the mimeographing, printing, and distributing of the same to the general public."SEC. 4. A new section is hereby inserted immediately after section three of the same Act, to be known as Section three (A), which shall read as follows:
SEC. 3 (A). Pending the appointment and qualification of the members of the National Information Board as provided in section one hereof, the Secretary of the Interior is hereby authorized to carry out the provisions and purposes of this Act.
SEC. 5. This Act shall take effect upon its approval.
