[ LETTER OF INSTRUCTIONS NO. 351, December 23, 1975 ]

TO:
The Acting Chairman Board of Liquidators

WHEREAS, Letter of Implementation No. 40, dated December 11, 1975, directed that the Board of Liquidators be abolished and its functions, including applicable appropriations, records, equipment, property, and such personnel as may be necessary, transferred to the Department of General Services or its successor agency, the General Services Administration;

WHEREAS, the Department of General Services is technically abolished while the General Services Administration has not yet been organized;

WHEREAS, the Board of Liquidators is still in the process of collecting no less than Eighteen Million Pesos due from the disposition of LASEDECO properties in General Santos City, Isabela, and Bukidnon, as well as accounts receivable from the former Alien properties in Davao, Cotabato, Tarlac, Quezon and Zamboanga which, including the Bank of Taiwan accounts, amount to about Five Million Pesos;

WHEREAS, there are still pending in the Court a number of land title reversion cases instituted by the Board of Liquidators which is presently in the midst of expediting the issuance of land titles to thousands of settlers;

WHEREAS, under the US-RP Agreement the net proceeds from the sale or disposition of alien properties shall accrue to a special trust fund under the administration of the Board of Liquidators disposable by the President;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby order that the Board of Liquidators shall continue to perform its functions and duties as such until such time as the General Services Administration shall have been duly constituted and the transfer thereto of the Board of Liquidators is by me ordered.

This Letter of Instructions shall take effect immediately.
