AN ACT AMENDING ACT NUMBERED TWENTY-ONE HUNDRED AND SIXTY-THREE, ENTITLED "AN ACT CREATING A COMMISSION TO SECURE, ORGANIZE, AND MAKE AN EXHIBIT OF PHILIPPINE PRODUCTS, MANUFACTURES, ARTS, ETHNOLOGY, AND EDUCATION AT THE PANAMA-PACIFIC INTERNATIONAL EXPOSITION TO BE HELD AT SAN FRANCISCO, CALIFORNIA, IN THE UNITED STATES, IN NINETEEN HUNDRED AND FIFTEEN, MAKING AN APPROPRIATION THEREFOR, AND FOR OTHER PURPOSES," AS AMENDED, BY PROVIDING THAT THE DIRECTOR-GENERAL SHALL BE THE SECRETARY EX OFFICIO OF THE SAID COMMISSION, AND AUTHORIZING THE SECRETARY OF COMMERCE AND POLICE TO SEND THE CONSTABULARY BAND TO THE UNITED STATES FOR THE PURPOSES OF THE PHILIPPINE BOARD OF THE PANAMA-PACIFIC INTERNATIONAL EXPOSITION FOR SUCH TIME AS, IN HIS DISCRETION, HE DEEMS BEST, AND FOR OTHER PURPOSES.

By authority of the United States, be it enacted by the Philippine Legislature, that:

SECTION 1. Section one of Act Numbered Twenty-one hundred and sixty-three is hereby amended to read as follows:
"SECTION 1. For the purpose of acquiring, organizing, and making an exhibit of the products, manufactures, arts, ethnology, education, and customs and habits of the country, the Governor-General, with the advice and consent of the Commission, shall appoint a board to be known as 'Philippine Board of the Panama-Pacific International Exposition,' hereinafter designated the Board, and to consist of three members, one of whom shall be designated in his appointment as president. The president of the Board shall receive an annual salary of ten thousand pesos Philippine currency and the other two members an annual salary of eight thousand pesos Philippine currency, each. On recommendation of the Board, and with the approval of the Governor-General, one of the members of said Board shall be designated as director-general and secretary ex officio and shall receive additional compensation at the rate of two thousand pesos, Philippine currency, per annum: Provided, That the Board is hereby authorized to order the payment, out of the funds of the exposition, to the secretary who has been holding this office prior to the passage of this Act of an amount in recompense for his services to said Board in a sum to be determined by the Governor-General, in his discretion. Any two members of the Board shall constitute a quorum.

"The Board shall have an office in the city of Manila, for which purpose the Governor-General shall assign to it one of the buildings available, and shall adopt rules for its meetings and the transaction of its business."
SEC. 2. Act Numbered Twenty-one hundred and sixty-three is hereby amended by inserting therein a new section fifteen, to read as follows:
"SEC. 15. The Secretary of Commerce and Police is hereby authorized to send the Constabulary Band to the United States to be available for the purposes of the Philippine Board of the Panama-Pacific International Exposition for such time as, in his discretion, he deems best;" changing former section fifteen to sixteen.
SEC. 3. The public good requiring the speedy enactment of this bill, the same shall take effect on its passage, in accordance with section one of Act Numbered Nineteen hundred and forty-five of the Philippine Legislature.
