[ Act No. 3290, December 02, 1926 ]
AN ACT APPROPRIATING FIFTY THOUSAND PESOS TO ENABLE THE DEPARTMENT OF PUBLIC INSTRUCTION TO DEVELOP BETTER EDUCATIONAL LEADERSHIP, AND FOR OTHER PURPOSES
Whereas the public interest demands the steady development of educational leadership among those educational representatives of the Filipino people who have proven their worth and merit through actual service.
Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:
SECTION 1. The sum of fifty thousand pesos is hereby appropriated out of any funds from the Insular Treasury not otherwise appropriated for the purpose of enabling the Department of Public Instruction to meet the amount of salaries or per diems in lieu thereof, traveling expenses, and other incidental expenses incurred in sending and maintaining not more than six representatives during any one year to pursue advanced professional training or special study and investigation for the benefit of Philippine educational work in America or other foreign countries.
SEC. 2. 'The Secretary of Public Instruction is hereby authorized to select, appoint, and maintain such representatives from personnel actually employed by the Department in educational work.
SEC. 3. At least one representative shall be assigned to each of the vocational fields or investigations to wit: agricultural education, trade or other industrial education, and teacher-training work. Others may be assigned to specialize in administration, tests, and measurements, child accounting, and such other lines of educational activities as may be particularly deemed advisable and necessary in educational leadership.
SEC. 4. The persons selected in accordance with the provisions of this Act shall serve the Government at least four years for every year of stay abroad.
SEC. 5. This Act shall take effect upon its approval.
