[ REPUBLIC ACT NO. 5981, August 04, 1969 ]
AN ACT STANDARDIZING SALARIES OF GOVERNMENT CIVIL ENGINEERS IN THE NATIONAL GOVERNMENT INCLUDING GOVERNMENT OWNED AND CONTROLLED CORPORATIONS.
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. Any provision of existing law, executive order, rule or regulation to the contrary notwithstanding, the adjustments of the old annual rates of salaries to the corresponding steps in the new salary range of the following government civil engineers in the National Government offices except government-owned and controlled corporations which are performing proprietary functions, as indicated hereunder are hereby authorized.

SEC. 2. The provisions of any law, executive order, rule or regulation to the contrary notwithstanding, the incumbents of the positions mentioned in Section one hereof shall continue to occupy their respective positions and receive the salary rates as adjusted in this Act without the necessity of issuing new appointment to them.
SEC. 3. Such sums as are necessary to implement this Act during the fiscal year ending June thirty, nineteen hundred seventy shall be paid out of any savings in the appropriation of the offices concerned. Thereafter, the sums necessary for the purpose shall be included in the annual General Appropriations Act.
SEC. 4. All Acts, executive orders, administrative orders, proclamations, rules and regulations, or parts thereof, inconsistent with this Act are repealed or amended accordingly.
SEC. 5. This Act shall take effect upon its approval.
