In view of the decision of the OAPEC countries in Kuwait last December 25, 1973 which had been officially transmitted to our Government to the effect that Arab countries have decided to export oil to friendly countries "according to their actual needs even though this is more than the level of September 1973, provided that Arab oil should not be re-exported outside their countries and does not substitute for non-Arab oil" which decision has been confirmed officially through our permanent representative in the United Nations, Ambassador Narciso Reyes, notify all oil companies and refineries in the Philippines importing crude oil and other oil products from Arab countries that our Government now expects all the oil companies and refineries to secure for us all the oil which is referred to as non-participating oil for the total national consumption of the Philippines.
In view of the history of cooperation between our Government and the oil companies operating in our jurisdiction, it is also our expectation that there will be no need for our Government to take further steps to protect its interest as suggested by the Arab Government against the failure of oil companies or refineries to implement the decision of the Arab countries.
We will obtain from the oil companies or refineries all the information, data and statistics on crude oil and other oil products brought into our country in any form or in any capacity whatsoever.
Report to me directly all developments on this matter.
