Be it enacted by the National Assembly of the Philippines:

SECTION 1. Hereafter all the information, publicity, and propaganda work of the Government shall be under the direction of the Secretary of the Interior, who is hereby authorized to adopt such methods or avail of such means as the radio, the press, and community assemblies as he may deem necessary to properly inform the people of the activities, accomplishments/and policies of the Government and thereby establish a closer relation between the Government and the people.

SEC. 2. The Secretary of the Interior shall draw up plans for the purpose of—

1. Developing a more intelligent and enlightened public opinion especially among adults;
   
2. Informing the public regarding any subject of wide interest, citizenship activities and duties, taxation, health problems, proper diet, and the like;
   
3. Guiding the public in advanced methods of industry, agriculture, commerce, and other fields of economy; and
   
4. Coordinating the publications of the Government and those of its instrumentalities.

SEC. 3. In order to carry out the purposes of this Act, the radio broadcasting and printing facilities of the Government shall be made available for the use of the Secretary of the Interior and his agents and representatives, and he may also request the cooperation and help of any department, bureau or office of the National Government in the gathering or compilation of the necessary data and information; in the preparation of materials, lectures, and literatures, and in the mimeographing, printing and distributing the same to the general public.

SEC. 4. The sum of one hundred thousand pesos is hereby appropriated out of any funds in the Philippine Treasury not otherwise appropriated, the said sum to be made available for the payment of all expenses incurred in carrying out the purposes of this Act.

SEC. 5. The provisions of Act Numbered Four thousand forty-six in so far as they may be inconsistent herewith are hereby repealed.

SEC. 6. This Act shall take effect upon its approval.
