[ LETTER OF INSTRUCTIONS No. 1423, September 10, 1984 ]

AUTHORIZING THE NATIONAL COLLEGE ENTRANCE EXAMINATION (NCEE) TO BE GIVEN IN MORE OVERSEAS COUNTRIES

Whereas, successful completion of the National College Entrance Examination (NCEE) is a prerequisite to admission to all post-secondary or professional degree programs in Philippine colleges and universities;

Whereas, NCEE examinations have been held in ASEAN countries since the issuance of LOI No. 783 on December 15, 1978 authorizing overseas examinations;

Whereas, the Philippine higher education system attracts more and more students from overseas, of both Filipino and foreign nationalities, creating the need to give the NCEE examination in more locations abroad:

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by Law, do hereby Order and Instruct:
  1. The Ministry of Education, Culture and Sports ("Ministry"), through the National Educational Testing Center (NETC) shall administer the National College Entrance Examination in countries other than within the ASEAN beginning September 1984;

  2. The specific sites of the examinations shall be approved by the Minister of Education, Culture and Sports ("Minister") on the basis of estimated demand.  The initial sites shall include, in addition to the capitals of the ASEAN countries, New York City and Los Angeles in the United States, Paris, France and Lagos, Nigeria;

  3. The examinations may be administered by staff members of the Ministry with the assistance of staff members of the foreign service, or by duly authorized foreign schools or other appropriate institution as may be approved by the Minister;

  4. An examination fee shall be charged each examinee, in the amount of thirty-five dollars  (US$35.00)  for the 1984 examination.  The fee may be changed in subsequent years with the approval of the Minister;

  5. Receipts from examination fees shall be held in trust for the Ministry-NETC by the Philippine Mission at the examination site or at a convenient branch of the Philippine National Bank, from which shall be paid all expenses incident to the conduct of the examination abroad, subject to the provisions of Section 40 of P.D. No.  1177;

  6. Guidelines to implement these Instructions shall be issued by the Minister on recommendation of the NETC.
