AN ACT AMENDING PARAGRAPHS TWO HUNDRED AND FIFTEEN AND TWO HUNDRED AND SEVENTEEN OF THE ACT OF CONGRESS OF AUGUST FIFTH, NINETEEN HUNDRED AND NINE.

Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:

SECTION 1. Paragraph two hundred and fifteen, Group two, Class thirteen of the Act of Congress of August fifth, nineteen hundred and nine, entitled "An Act to raise revenue for the Philippine Islands and for other purposes," as amended, is hereby further amended to read as follows:
"GROUP 2. Grains, seeds, forage, cereals, and preparations thereof:

"215. Rice, gross weight:

"(a) Unhusked non-glutinous, one hundred kilos, one dollar and twenty cents;

"(b) Husked non-glutinous, one hundred kilos, two dollars and fifty cents;

"(c) Unhusked glutinous, one hundred kilos, one dollar and fifty cents;

"(d) Husked glutinous, one hundred kilos, three dollars;

"(e) Flour, one hundred kilos, three dollars."
SEC. 2. Paragraph two hundred and seventeen, Group two of Class thirteen of the Act of Congress of August fifth, nineteen hundred and nine, entitled "An Act to raise revenue for the Philippine Islands and for other purposes," is hereby amended to read as follows:
"217. Corn, oats, and millet, and cereals and grains not otherwise provided for, gross weight:

"(a) In grain, one hundred kilos, sixty-five cents;

"(b) In meal or flour, not otherwise provided for, one hundred kilos, one dollar and seventy cents."
SEC. 3. The Secretary of Finance shall from time to time investigate the rice and corn markets in the Philippine Islands and, whenever in his judgment conditions warrant it, recommend to the Governor-General the reduction of the duties herein specified. The Governor-General, upon recommendation of the Secretary of Finance, may, by proclamation, reduce the duties on each or all of the articles enumerated herein to a sum not less than ninety cents for one hundred kilos of unhusked rice and one dollar and fifty cents for one hundred kilos of husked rice, and to a sum not less than seventeen cents for one hundred kilos of corn in grain.

SEC. 4. Upon the express or implicit approval of this Act by the President of the United States, as provided in section ten of the Act of Congress approved on August twenty-ninth, nineteen hundred and sixteen, entitled "An Act to declare the purpose of the people of the United States as to the future political status of the people of the Philippine Islands and to provide a more autonomous government for those Islands," the Governor-General shall so announce forthwith by means of a proclamation.[1]

SEC. 5. This Act shall take effect on January first, nineteen hundred and thirty-three.
