AN ACT TO AMEND RULE TWELVE (B) OF SECTION TWO OF THE ACT ENTITLED "AN ACT TO RAISE REVENUE FOR THE PHILIPPINE ISLANDS, AND FOR OTHER PURPOSES," APPROVED BY THE CONGRESS OF THE UNITED STATES ON AUGUST FIFTH, NINETEEN HUNDRED AND NINE.
Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:
SECTION 1. Rule 12 (b) of section two of the Act of Congress of the United States of August fifth, nineteen hundred and nine, entitled "An Act to raise revenue for the Philippine Islands, and for other purposes," is hereby amended to read as follows:

SECTION 1. Rule 12 (b) of section two of the Act of Congress of the United States of August fifth, nineteen hundred and nine, entitled "An Act to raise revenue for the Philippine Islands, and for other purposes," is hereby amended to read as follows:
"Rule 12 (b). If two or more rates of duty shall be applicable to any article, it shall pay duty at the highest of such rates. When dutiable and duty free merchandise or merchandise dutiable at different rates is packed together or mingled in such manner that the value of each class of such merchandise cannot be readily determined by the officers of the Bureau of Customs, all such merchandise shall pay duty at the highest rate applicable to any part or class thereof, unless the importer or consignee segregates such merchandise at his own risk and account, under the supervision of the customs officers, within fifteen days after the entry of the same, and before delivery, in order that the value of each part or class thereof may be determined."SEC. 2. Upon the express or implicit approval of this Act by the President of the United States, as provided in the Act of Congress approved on August twenty-ninth, nineteen hundred and sixteen, entitled "An Act to declare the purpose of the people of the United States as to the future political status of the people of the Philippine Islands, and to provide a more autonomous government for those Islands," the Governor-General shall so announce forthwith, by means of a proclamation, and this Act shall take effect on the date of such proclamation.[1]
