[ LETTER OF INSTRUCTIONS NO. 133, September 24, 1973 ]

TO:
The Commissioner of Immigration and Deportation

WHEREAS, it is necessary to look into the welfare of all foreign nationals in the country with the end in view of adopting requisite measures to protect them against harassment, unnecessary inquiries or unauthorized investigations; and

WHEREAS, records pertaining to the number, status, location and other important information of such foreign nationals are either lacking, incomplete or not up to date, thereby making it difficult to obtain correct statistics when the need therefor arises;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, do hereby order the Commissioner of Immigration and Deportation:
  1. To conduct a general registration of all foreign nationals in the country within a period   of three (3) months; and
  2. To adopt such measures as may be necessary to protect the welfare of foreign nationals    in the country against harassment, unnecessary inquiries or unauthorized investigations.
For the proper implementation of these instructions, the Commissioner on Immigration and Deportation may call upon the citizenry, bureaus, offices or agencies of the Government for assistance.
