[ LETTER OF INSTRUCTION NO. 132, September 19, 1973 ]

In order to solve the pressing shortage of flour for the School Feeding Program of the Bureau of Public Schools, Department of Education and Culture, you arc hereby directed to"immediately release all of  the S/S DA GAMA wheat donated by the Government of the United States to the Government of the Philippines and at present stored at the silos of the General Milling Corporation at Lapu-Lapu City, to be milled into flour and transfer the same, including the bran derived therefrom, for value to the account of the Secretary of Education and Culture.

Any proceeds iron the sale of the wheat flour and bran computed on the basis of their prevailing market value, less all expenses incident to the milling thereof, shall be it deposited by the Secretary of Education and Culture in an interest-bearing account in the Philippine National Bank until all legitimate claims thereon are finally settled.

As this wheat has been the subject matter of litigation since 1971 in the civil court and lately in the military commission,  the Secretary of  Justice and the Secretary of National Defense are hereby instructed to expedite the disposition of all the cases pertaining thereto in order that the proceeds derived from its sale or disposal may be applied to legitimate  claims and/or any amount due the Government from such sale or disposal can be utilized for economic development purposes.

Strict compliance with this  Letter  of Instruction is desired.
