Pursuant to Proclamation No. 108l, dated September 21, 1972, and in my capacity as Commander-in-Chief of all the Armed Forces of the Philippines and in furtherance of the national goal to provide a decent living to our people by making available their basic needs, you and the subordinate officials and employees under you are directed;
- To establish and implement a systematic and efficient distribution of cooking oil and other essential coconut byproducts to relieve the pressure of demand for these prime commodities.
- To require the cooking oil industry to speed up deliveries of cooking oil to all outlets in order to normalize supply and demand to the level prior to the present shortage.
- To restore order in the coconut industry which is racked with internal conflicts between the producers and planters, on the other hand, find the refiners and copra and coconut oil, exporters on the other.
- To institute other measures essential to the successful prosecution of Government and Private Sector efforts to contain, solve and end the present crisis in the coconut industry. In accomplishing the foregoing order you are hereby also directed that injury to person and property are carefully avoided.
