In support of the Masagana 99 rice program of the Government, you are hereby ordered to release immediately the amount of P77.5 million to the Central Bank of the Philippines to support the loan operations of the rural banks and the Philippine National Bank. Strict compliance with this Letter of Instruction is desired.
