AN ACT APPROPRIATING THE SUM OF ONE HUNDRED THOUSAND PESOS TO DEFRAY THE PRELIMINARY EXPENSES OF THE PHILIPPINE PARTICIPATION IN THE CHICAGO WORLD'S FAIR CENTENNIAL CELEBRATION TO BE HELD AT CHICAGO, UNITED STATES OF AMERICA, DURING THE YEAR NINETEEN HUNDRED AND THIRTY-THREE.
Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:
SECTION 1. There is hereby set aside, out of any funds in the Insular Treasury not otherwise appropriated, the sum of one hundred thousand pesos for the purpose of enabling the Philippines to take steps to participate in the Chicago World's Fair Centennial Celebration to be held at Chicago, United States of America, during the year nineteen hundred and thirty-three. The amount so appropriated or so much thereof as may be necessary shall be disbursed for the collection and purchase of Philippine exhibits and their containers, the cartage, insurance and freight of the same, the display and care of the exhibits including the construction of the necessary buildings, and the payment of the salaries, wages and traveling expenses of the necessary personnel and laborers, and such other miscellaneous expenses as may be incidental to the carrying out of the purpose of this Act: Provided, That the expenses for personnel shall not in any case be greater than one-third of the sum herein appropriated: Provided, further, That the sum herein appropriated shall not be available until the Secretary of Finance shall certify that there are funds for this purpose, and a copy of the certificate shall be sent to the Philippine Legislature: And provided, finally, available That only one-half of the sum herein appropriated shall be available for the year nineteen hundred and thirty-two.
SEC. 2. A Commissioner and an Assistant Commissioner shall be appointed by the Governor-General, with the consent of the Philippine Senate, and shall, subject to the supervision and control of the Secretary of Agriculture and Natural Resources and the Secretary of Commerce and Communications, manage and direct the Philippine participation in the Chicago World's Fair Centennial Celebration. The per diems and traveling expenses of the Commissioner and the Assistant Commissioner shall be fixed by the Secretary of Agriculture and Natural Resources and the Secretary of Commerce and Communications.
SEC. 3. The Commissioner shall be authorized, subject to the approval of the Secretary of Agriculture and Natural Resources and the Secretary of Commerce and Communications, to receive from any source contributions to aid in carrying out the general purposes of this Act, but the same shall be expended and accounted for in the same manner as any appropriation which may be made under authority of this Act or subsequent acts. Subject to the same approval, the Commissioner shall also be authorized to receive contributions of material, or borrow material or exhibits, to aid in carrying out the general purposes of this Act; and at the close of the Celebration or when the connection of the Philippine participation therein ceases, shall dispose of any such portion of the material contributed as may be unused and return such borrowed property, and provide for the restoration of such borrowed property to a condition which will permit its use at subsequent exhibitions, or for the reimbursement thereof to the owners in the event of damages to said property; and shall dispose of any buildings which may have been constructed and account therefor.
SEC. 4. It shall be the duty of the Commissioner to transmit to the Governor-General, through the Secretary of Agriculture and Natural Resources and the Secretary of Commerce and Communications, a detailed statement of all expenditures and such other reports as may be deemed proper and necessary, within six months after the close of the Celebration: Provided, That within six months after his appointment, it shall also be the duty of the Commissioner to submit a partial report of his activities and the expenditures thus far made, together with an estimate of whatever amount, aside from the sum already appropriated herein, may still be needed to carry the Philippine participation in the Chicago World's Fair Centennial Celebration to a successful termination. Such estimate shall be submitted to the Legislature and the Governor-General for final action so as to complete the Philippine participation in the said Celebration: Provided, further, That the Commissioner and Assistant Commissioner appointed to manage and direct the Philippine participation in the Exposition shall submit a report on their work to the Philippine Legislature not later than sixty days after the closing of the Exposition.
SEC. 5. This Act shall take effect on its approval.
