WHEREAS, the creation of employment opportunities and lucrative jobs for the many who are unemployed or underemployed among our people is a problem which requires the immediate attention of the Government;

WHEREAS, the putting up of regional offices of foreign international companies in the Greater Manila area will generate job opportunities, as we 11 as boost the tourism industry, thereby alleviating the problem above-mentioned; and

WHEREAS, there is a need to attract and persuade foreign international companies to establish their Asian regional headquarters in Manila;

NOW, THEREFORE, a study committee is hereby constituted, to study ways and moans of making Greater Manila more attractive as a site for locating the Asian regional headquarters of international companies, the chairman of which shall be Mr. Nicanor Y. Fuentes of the National Economic and Development Authority.  The respective-heads of the Department of Trade and Tourism, the Department of Foreign Affairs, the Board of Investments, the Bureau of Internal Revenue, the Bureau of Customs, and the Bureau of Immigration shall each designate a representative to sit as member of the said study committee.

The Committee shall submit to the President its findings and recommendations within thirty (30) days from the promulgation of this better of Instruction.
