AN ACT TO AMEND SECTION TWO, AS AMENDED, OF ACT NUMBERED TWENTY-SIX HUNDRED AND THIRTEEN, ENTITLED "AN ACT TO IMPROVE THE METHODS OF PRODUCTION AND THE QUALITY OF TOBACCO IN THE PHILIPPINES AND TO DEVELOP THE EXPORT TRADE THEREIN."
Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:
SECTION 1. Section two of Act Numbered Twenty-six hundred and thirteen, as amended by Acts Numbered Twenty-seven hundred and thirteen and Twenty-seven hundred and thirty-seven, is hereby further amended so as to read as follows:

SECTION 1. Section two of Act Numbered Twenty-six hundred and thirteen, as amended by Acts Numbered Twenty-seven hundred and thirteen and Twenty-seven hundred and thirty-seven, is hereby further amended so as to read as follows:
"SEC. 2. It shall be unlawful for any tobacco planter or other person who has in his possession uncured or incompletely cured leaf tobacco, to cure, dry, ferment or treat same in any other manner, outside of a building or curing shed constructed in accordance with the specifications of the Bureau of Plant Industry: Provided, however, That, this provision shall not apply to those who produce tobacco on a small scale: And provided, further, That on recommendation of the Director of Plant Industry, the Secretary of Agriculture and Natural Resources may, by administrative order, exempt the tobacco planters of any municipality from the compliance with the provisions of this section until such time as may be deemed advisable, if it can be shown that it is impossible for the planters of said municipality to comply with said provisions on account of the distance of their farms from the public forest or for some other good cause. Until December thirty-first, nineteen hundred and thirty-three, the Director of Forestry shall issue to any producer or grower of tobacco a gratuitous license to cut timber of the first group and other forest products exclusively for the construction of new tobacco warehouses and curing sheds, or for the repair of already existing tobacco warehouses and curing sheds."SEC. 2. This Act shall take effect on its approval.
