[ LETTER OF IMPLEMENTATION NO. 64, March 20, 1978 ]
GRANTING TECHNICAL INCENTIVE ALLOWANCES TO CERTAIN EMPLOYEES IN THE GOVERNMENT ARSENAL.
WHEREAS, the Arsenal plays a critical role in servicing the needs of the Armed forces of the Philippines;
WHEREAS, the location of the Arsenal outside urban centers makes it particularly difficult to attract and retain the technical personnel essential to Arsenal operations;
WHEREAS, the operations of the Arsenal are manufacturing in character;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, do hereby direct and instruct, pursuant to P.D. No. 9353 that Technical Incentive Allowances be granted to employees in the Arsenal of the Armed Forces of the Philippines;
WHEREAS, the location of the Arsenal outside urban centers makes it particularly difficult to attract and retain the technical personnel essential to Arsenal operations;
WHEREAS, the operations of the Arsenal are manufacturing in character;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, do hereby direct and instruct, pursuant to P.D. No. 9353 that Technical Incentive Allowances be granted to employees in the Arsenal of the Armed Forces of the Philippines;
- The amount of the technical Incentive Allowances shall be fixed in accordance with the salary range of the position as follows:
a. Technical Personnel Salary Range

Administrative and Support Services R-62-Up P300 to P450R-53-R-60 200 to 350 - The rate of allowance for each position or employee shall be determined by the Secretary of National Defense in accordance with the above scale: Provided, That costs shall be charged to salary savings in the Arsenal: Provided, Further, That amount of allowance shall be determined on the basis of the duties, responsibilities and contribution of the employee to the mission of the Arsenal; Provided, Finally, That the rate of allowance shall in no case exceed fifty (50) per cent of the monthly salary of the employee.
- Thirty days (30) after the granting of the allowance, the Secretary of National Defense shall submit to the Budget Commission, through the Office of Compensation and Position Classification, a list of the employees granted the allowance and the approved rates.
