[ Act No. 904, September 25, 1903 ]

AN ACT PROVIDING FOR A LOAN OF TEN THOUSAND DOLLARS, UNITED STATES CURRENCY, TO THE PROVINCE OF OCCIDENTAL NEGROS FOR THE CONSTRUCTION OF A BUILDING FOR A SCHOOL OF SECONDARY INSTRUCTION AT BACOLOD.

By authority of the United States, be it enacted by the Philippine Commission, that:

SECTION 1. There is hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, the sum of ten thousand dollars, United States currency, or its equivalent in Philippine currency, in the discretion of the insular Treasurer, to be loaned to the Province of Occidental Negros.

SEC. 2. The money appropriated in section one of this Act shall be paid to the treasurer of the Province of Occidental Negros, upon the production and delivery by him to the Insular Treasurer of a certified copy of a resolution of the provincial board of the Province of Occidental Negros accepting the loan hereinbefore authorized, and agreeing to repay the same, without interest, in annual installments of two thousand dollars, the first installment to he paid on or before the expiration of the period of one year from the date of the acceptance of the loan.

SEC. 3. The money hereby appropriated shall be used in the construction of a building for a school of secondary instruction at Bacolod, in the Province of Occidental Negros, and for no other purpose, and shall be expended under the direction of the provincial board of said province: Provided, That the plans for the construction and the specifications shall be prepared by the Chief of the Bureau of Architecture and Construction of Public Buildings and the building when constructed and the school when established shall be under the supervisory control of the Department of Public Instruction.

SEC. 4. The public good requiring the speedy enactment of this bill, the passage of the same is hereby expedited in accordance with section two of "An Act prescribing the order of procedure by the Commission m the enactment of laws," passed September twenty-sixth, nineteen hundred.

SEC. 5. This Act shall take effect on its passage.
