AN ACT APPROPRIATING THE SUM OF FIFTEEN MILLION PESOS TO DEFRAY THE EXPENSES OF THE ELECTIONS FOR PRESIDENT AND VICE-PRESIDENT OF THE PHILIPPINES, EIGHT SENATORS AND MEMBERS OF THE HOUSE OF REPRESENTATIVES TO BE HELD ON THE SECOND TUESDAY OF NOVEMBER, NINETEEN HUNDRED SIXTY-ONE.





Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION .1. There is hereby appropriated, out of any funds in the   National Treasury not otherwise appropriated, the sum of fifteen million pesos to be spent under the exclusive authority of the Commission on Elections, for payment of the expenses which may be incurred in connection with, and incidental to, the holding of the national elections on the second Tuesday of November, nineteen hundred and sixty-one, for President and Vice-President of the Philippines, for the eight Senators who will succeed those whose terms of office will expire on December thirtieth, nineteen hundred and sixty-one, and Members of the House of Representatives, including unpaid obligations incurred by said Commission in previous elections: Provided, That this appropriation shall be available for expenditure before July one, nineteen hundred and sixty-one and shall continue to be available after June thirty, nineteen hundred and sixty-two, exclusively for this purpose: Provided, however, That out of the fund, the sum of not more than seven hundred sixty thousand pesos shall be for the operational expenses of the Philippine Constabulary and the sum of not more than one million pesos shall be used for traveling expenses and food of ROTC cadets and officers, if called upon by the Commission on Elections to help in the maintenance of free, orderly and honest elections: Provided, finally, That out of this appropriation, twenty thousand pesos or so much as may be necessary, shall be used for the purchase and maintenance of one motor vehicle, the provisions of existing law to the contrary notwithstanding.

SEC. 2. Any provision of existing law to the contrary notwithstanding, the Commission on Elections may authorize the payment of compensation from the appropriation authorized in this Act to its officials and employees, or those assigned thereto, except the Chairman and Members of the Commission, for overtime service rendered on Saturdays, Sundays and holidays, or after twelve-thirty o'clock post meridian during half-day sessions and after five o'clock post meridian on regular working days, including overtime service rendered prior to the approval of this Act in connection with the election, at rates to be fixed by the Commission on Elections which shall not exceed the rate of their monthly compensation. Such additional compensation shall not exceed, for any one month, the equivalent of their regular compensation nor shall it exceed, for any one fiscal year, fifty per centum of such regular compensation.

SEC. 3. This Act shall take effect upon its approval.
