[ REPUBLIC ACT NO. 3021, February 28, 1961 ]
AN ACT AUTHORIZING THE PRINTING AND ISSUE OF SEMI-POSTAL STAMPS TO RAISE FUNDS TO BE USED FOR THE JOSE RIZAL CENTENNIAL CELEBRATION AND APPROPRIATING THE NECESSARY FUNDS THEREFOR.
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. To raise funds for the celebration of the centenary of the birth of Dr. Jose Rizal, the Postmaster General, subject to the approval of the Department Head, is hereby authorized to order the printing and issue of semi-postal stamps for a period of three years from the date of the approval of this Act, to be known as Rizal Centennial issue, of one or more denominations, with face value showing the regular postage charge and the additional amount to be fixed by said Postmaster General with the recommendation of the Jose Rizal National Centennial Commission.
SEC. 2. These postage stamps shall bear an appropriate vignette to further perpetuate the memory of the national hero.
SEC. 3. The additional sum realized from sale of these postage stamps shall be deposited with the Bureau of the Treasury and shall be placed at the disposal of the Jose Rizal National Centennial Commission, created by Executive Order Numbered Fifty-two on August ten, nineteen hundred and fifty-four, subject to the usual accounting and auditing regulations.
SEC. 4. There is hereby appropriated, out of any funds in the National Treasury not otherwise appropriated, the sum of thirty thousand pesos to defray the expenses for the preparation of the designs of the stamps, transportation, insurance and other expenses.
SEC. 5. This Act shall take effect upon its approval.
