AN ACT TO AMEND SECTIONS EIGHT HUNDRED AND SEVENTY-EIGHT, EIGHT HUNDRED AND EIGHTY-THREE, AND TWO THOUSAND SIX HUNDRED AND NINETY-TWO OF ACT NUMBERED TWO THOUSAND SEVEN HUNDRED AND ELEVEN, KNOWN AS THE REVISED ADMINISTRATIVE CODE.
Be it enacted by the National Assembly of the Philippines:
SECTION 1. Section eight hundred and seventy-eight of Act Numbered Two thousand seven hundred and eleven, known as the Revised Administrative Code, is hereby amended so as to read as follows:

SECTION 1. Section eight hundred and seventy-eight of Act Numbered Two thousand seven hundred and eleven, known as the Revised Administrative Code, is hereby amended so as to read as follows:
"SEC. 878. Unlawful manufacture, dealing in, acquisition, disposition, or possession of firearms, parts of firearms, or ammunitions therefor, or instruments or implements used or intended to be used in the manufacture of firearms or ammunitions.—Save as allowable under this article it shall be unlawful for any person to import, manufacture, deal in, receive, acquire, buy, sell, dispose of, or possess any firearm, detached parts of firearms or ammunition therefor, or any instrument or implement used or intended to be used in the manufacture of firearms, parts of firearms, or ammunition."SEC. 2. Section eight hundred and eighty-three of Act Numbered Two thousand seven hundred and eleven, known as the Revised Administrative Code, is hereby amended so as to read as follows:
"SEC. 883. License required for manufacturer or dealer in firearms.—Any person desiring to manufacture or deal in firearms, parts of firearms or ammunition therefor, or instruments or implements used or intended to be used in the manufacture of firearms, parts of firearms, or ammunition, shall make application to the President of the Philippines for a license, stating therein the facts regarding the amount of business in the manufacture or purchase and sale of said articles intended to be transacted by such applicant, and the classes of arms, ammunition, or implements which the applicant intends to manufacture or purchase and sell under the license applied for, and such additional information as may be especially requested by the President before passing upon the application. The President may approve or disapprove such application and. in the event of approval, shall state therein the amount of the bond to be executed by the applicant before the issuance of the license, and the time during which the license shall be effective, unless sooner revoked by his authority."SEC. 3. Section twenty-six hundred and ninety-two of the Revised Administrative Code is hereby amended so as to read as follows:
"SEC. 2692. Unlawful manufacture, dealing in, acquisition, disposition or possession of firearm, or ammunition therefor, or instrument used or intended to be used in the manufacture of firearms or ammunition.—Any person who manufactures, deals in, acquires, disposes, or possesses, any firearm, parts of firearms, or ammunition therefor, or instrument or implement used or intended to be used in the manufacture of firearms or ammunitions in violation of any provision of sections eight hundred and seventy-seven to nine hundred and six, inclusive, of this Code, as amended, shall, upon conviction, be punished by imprisonment for a period not exceeding one year, or both imprisonment not exceeding such period and a fine not exceeding one thousand pesos, in the discretion of the court. A conviction under this section shall carry with it the forfeiture of the prohibited .article or articles to the Philippine Government.SEC. 4. This Act shall take effect upon its approval.
"The possession of any instrument or implement which is directly useful in the manufacture of firearms or ammunitions on the part of any person whose business or employment does not deal with such instrument or implement shall be prima facie proof that such article is intended to be used in the manufacture of firearms or ammunitions."
