[ MEMORANDUM CIRCULAR NO. 22, September 29, 2011 ]
DIRECTING ALL NATIONAL GOVERNMENT AGENCIES (NGAs) AND ENJOINING LOCAL GOVERNMENT UNITS (LGUs) TO EXTEND FULL SUPPORT BY ENCOURAGING THEIR CONSTITUENTS TO PARTICIPATE IN THE CELEBRATION OF THE NATIONAL INDIGENOUS PEOPLES (IPs) MONTH IN OCTOBER 2011 THROUGH THE DA YAW FESTIVAL TO BE HELD IN TAGUM CITY AND OTHER COMMUNITIES IN DAVAO DEL NORTE, COMPOSTELA VALLEY AND DAVAO CITY
WHEREAS, the IPs Month is celebrated yearly through the initiatives of the National Commission for Culture and the Arts (NCCA)-Sub-Commission on Cultural Communities and Traditional Arts (SCCTA), in cooperation with the National Commission on Indigenous Peoples (NCIP), National Commission on Muslim Filipinos (NCMF), Commission on Higher Education (CHED), Department of Education (DepEd), and the Technical Education and Skills Development Authority (TESDA);
WHEREAS, the NCCA, through the SCCTA, organized the Dayaw IPs Festival to celebrate this year s IPs Month;
WHEREAS, the Dayaw IPs Festival is national in scope, and potentially international, thus requiring cooperation from all sectors of Philippine society and support from concerned NGAs and LGUs; and,
WHEREAS, the Dayaw Festival, set on 7-9 October 2011, is organized in partnership with the Davao-based non-government organization (NGO) Mindanawnon, Tagum City Tourism Council and the Tagum City Government, to be held in Tagum City, Davao del Norte, with community outreach and cultural exchanges in Compostela Valley, Davao City and Davao del Norte, with the theme Paghahabi ng Ating Pagkakatulad Tungo sa Kapayapaan (Interweaving our Commonalities towards Peace);
The concerned NGAs and LGUs are hereby enjoined to extend full support and encourage their constituencies to participate in the celebration of the Dayaw IPs Festival 2011.
This Memorandum Circular shall take effect immediately.
