[ REPUBLIC ACT NO. 3705, June 22, 1963 ]
AN ACT TO CONVERT THE ILOCOS NORTE NORMAL SCHOOL INTO THE NORTHERN LUZON TEACHERS COLLEGE.
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. The present IIocos Norte Normal School located in the Municipality of Laoag, Province of Ilocos Norte, is hereby converted into the Northern Luzon Teachers College which shall offer a four-year course leading to the degree of Bachelor of Science in Elementary Education, and a five-year course leading to the degree of Master of Arts.
SEC. 2. The purpose of the said college shall be to provide professional and technical instruction in the field of elementary education and to promote research, advance studies, and progressive leadership in elementary teacher education.
SEC. 3. The head of the institution shall be known as the Dean of the Northern Luzon Teachers College. He shall be appointed by the Secretary of Education, upon the recommendation of the Director of Public Schools. The powers and duties of the Dean of the Northern Luzon Teachers College shall be the same as those which heretofore have been exercised by the heads of similar institutions. Such powers and duties shall be embodied in circulars issued from time to time by the Director of Public Schools.
SEC. 4. The present members of the faculty of the said institution shall continue in the faculty of the said college.
SEC. 5. The sum of fifty thousand pesos is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, as additional appropriation for the operation of said college, to carry out the purposes of this Act during the fiscal year nineteen hundred sixty-four. Such sums as may be necessary for the same purpose in subsequent years shall be included in the annual General Appropriation Acts.
SEC. 6. This Act shall take effect upon its approval.
