ENJOINING ALL PUBLIC RELATIONS AND INFORMATION OFFICERS OF OFFICES/AGENCIES AT THE REGIONAL AND LOCAL GOVERNMENT LEVELS IN MINDANAO TO ATTEND AND PARTICIPATE IN THE CONGRESS AND WORKSHOPS TO BE CONDUCTED BY THE MINDANAO COMMUNICATORS' NETWORK (MINDACOMNET) ON NOVEMBER 29 TO DECEMBER 1, 2006



The Mindanao Communicators' Network (MINDACOMNET), a network of government and non-government public relations and information officers, organized in 1999, for the purpose of networking activities for communication practitioners in the government and non-government organizations and the private sector in Mindanao to enhance the professional growth of public and private communicators/public relations and information officers in Mindanao regions.

The MINDACOMNET was organized to serve as a mechanism for the promotion and advocacy of the National Government's peace and development efforts in Mindanao.

In order to achieve its purpose and objectives, the MINDACOMNET shall conduct a congress and workshop on November 29 to December 1, 2006 at Balangay Hotel, Doongan, Butuan City.

All heads of government departments, bureaus and offices, including government-owned and controlled corporations, government financial institutions, state colleges and universities, and local government units are enjoined to authorize their public relations/information officers to attend and participate in MINDACOMNET congress and workshop and similar activities on November 29 to December 1, 2006, on official time, with expenses such as transportation, per diems, registration fees, and other necessary fees/expenses at rates prescribed in accordance with existing policies of the Department of Budget and Management, the Commission on Audit, and the Civil Service Commission, chargeable against the funds of their respective agencies/offices, and subject to the usual accounting and auditing rules and regulations.

This Memorandum Circular shall take effect immediately.
