[ PRESIDENTIAL DECREE NO. 33, October 28, 1972 ]
PENALIZING THE PRINTING, POSSESSION, DISTRIBUTION AND CIRCULATION OF CERTAIN LEAFLETS, HANDBILLS AND PROPAGANDA MATERIALS AND THE INSCRIBING AND DESIGNING OF GRAFFITI
WHEREAS, martial law has been declared because of the anarchy and disorder perpetrated by a group of men pursuing a sinister campaign of vilification against political institutions of our country;
WHEREAS, it is necessary to curb this nefarious campaign;
NOW, THEREFORE, I, FERDINAND E. MARCOS, Commander-in-Chief of all the Armed Forces of the Philippines, in order to attain the desired results of the aforesaid Proclamation do hereby order and decree that:
(1) The penalty of prision correcional in its minimum period shall be imposed upon any person who, without taking up being in open hostility against the Government or without inciting others to the execution of any act of rebellion, shall print or publish any handbill, leaflet, poster or other similar materials, or shall possess, distribute or circulate any immoral or indecent picture or word on any wall, fence, sidewalk or any other visible or private place, which incites or tends to incite people to violence or to disregard, ridicule, defy or ignore any lawful order or act of the Government or any of its officers or which, in any case, tends to undermine the integrity of the Government or the stability of the State.
(2) This Decree shall take effect after its publication in any newspaper of general circulation.
