WHEREAS, the generation of employment and livelihood opportunities for targeted income groups is part of the country ™s best preparation in thwarting the problems brought about by the global economic crisis;

NOW THEREFORE, I, GLORIA M. ARROYO, President of the Philippines, by the powers vested in me by law, do hereby create a Presidential Task Force on Emergency Employment to be chaired by the President, with the following as members:

1. The Secretary of Labor and Employment
   
2. The Administrator of the Philippine Overseas Employment Administration
   
3. The Administrator of the Overseas Workers Welfare Administration
   
4. The President of the Employers ™ Confederation of the Philippines
   
5. The President of the Philippine Chamber of Commerce and Industry
   
6. The President of the organization, of recruitment agencies
   
7. A representative from the Trade Union Congress of the Philippines.
