To afford the country with maximum safety against the dangers of a possible nuclear contamination, there is a necessity to conduct a formal inquiry and/or investigation into the dangers, if any, that may arise from the existence and operation of the proposed nuclear plant in the country.  To this end a Nuclear Power Plant Commission was constituted under Executive Order No. 539 to conduct said inquiry.  It is estimated that P215,000 would be required to support the operations of said commission.

The Ministry of Energy shall submit a report to the President accounting for the disbursement and utilization of the foregoing funds.

This Letter of Instructions shall take effect immediately.

Done in the City of Manila, this 8th day of August, in the year of Our Lord, Nineteen Hundred and Seventy-Nine.

(Sgd.) FERDINAND E. MARCOS
President of the Philippines
