HOSTING BY THE PHILIPPINE GOVERNMENT OF THE 39TH PLENARY MEETING OF THE INTERNATIONAL COTTON ADVISORY COMMITTEE

The Minister of Agriculture
The Minister of Tourism
The Executive Director, Cotton Research and
    Development Institute

WHEREAS, the development of a viable cotton-growing industry in the country is a specific thrust of the Nations Government;

WHEREAS, membership of the Philippines in the International Cotton Advisory Committee, and participation in the activities, will be beneficial to the national cotton development program;

WHEREAS, the convention facilities of the Philippines are a source of pride for the country;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President and Prime Minister of the Republic of the Philippines, do hereby authorize the hosting by the Philippine Government of the 39th Plenary Meeting of the International Cotton Advisory Committee to be held in Manila in 1980, and in connection therewith:
  1. The Philippine Cotton Corporation is hereby designated as the over-all coordinator for this undertaking, and shall nave prinary responsibility for its success. As such, it shall nave the following functions and powers:

    1. Plan and implement all requisite activities;
    2. Coordinate and supervise the activities of all personnel and offices concerned;
    3. Administer the fund a to be released for this undertaking, and revert all unexpended balances, if any, to the Ministry of the Budget.

  2. The Ministry of the Budget is directed to release to wie Philippine Cotton Corporation the amount of P200,000 from the International Commitments Fund to cover the expenses for this undertaking.

  3. The Minintry of Agriculture, Ministry of Foreign Affairs, Ministry of Tourism, and the Cotton Research and Development Institute are instructed to render whatever assistance may be required within their capabilities towards ensuring the success of this undertaking.

  4. The President of the Philippine Cotton Corporation is hereby authorized to act and sign for and in behalf of the Philippine Government on ell matters pertaining to the International Cotton Advisory Committee.
