AN ACT PROVIDING FOR THE APPOINTMENT OF A THIRD MEMBER AMENDING 1189. OF THE PROVINCIAL BOARD IN THE PROVINCES OF MINDORO, PALAWAN, AND BATANES UNDER CERTAIN CIRCUMSTANCES, PROVIDING THAT IN SAID PROVINCES THE PROVINCIAL TREASURER SHALL BE ACCOUNTABLE FOR ALL PUBLIC PROPERTY, AND TO AMEND ACT NUMBERED ELEVEN HUNDRED AND EIGHTY-NINE BY PROVIDING THAT RESIDENTS OF PROVINCES ORGANIZED UNDER "THE SPECIAL PROVINCIAL GOVERNMENT ACT," NUMBERED THIRTEEN HUNDRED AND NINETY-SIX, SHALL BE EXEMPT FROM THE PAYMENT OF THE CEDULA TAX.

By authority of the United States, be it enacted by the Philippine Legislature, that:

SECTION 1. In the Provinces of Mindoro, Palawan, and Batanes and  when the duties of provincial supervisor are required to be dis- an charged by the provincial governor or the provincial treasurer there shall be a third member of the provincial board who shall be appointed by the Governor-General with the approval of the Commission.

SEC. 2. In the Provinces of Mindoro, Palawan, and Batanes of provincial the duties with respect to the purchase and custody of provincial property shall be performed by the provincial treasurer, who shall purchase all stationery and office supplies and shall be accountable for the custody, care, preservation, and proper use of all public property pertaining to the province.

SEC. 3. Section one hundred and twenty of Act  Numbered Eleven hundred and eighty-nine is hereby amended by adding at the end thereof-the following words: "Provided  further, That persons who are required to pay the tax imposed by section nineteen of Act Numbered Thirteen hundred and ninety-six shall be exempt from the payment of the tax imposed by this article."

SEC. 4. A certificate showing the payment in the Provinces of Mindoro, Palawan, or Batanes of the public improvement tax imposed by section nineteen of  "The Special Provincial Government Act," Numbered Thirteen hundred and ninety-six, may be used for all purposes for which a cedilla certificate may be used, as provided by section one hundred and twenty-five of Act Numbered Eleven  hundred and eighty-nine.

SEC. 5. This Act shall take effect on its passage.
