[ LETTER OF INSTRUCTIONS NO. 1006, April 14, 1980 ]

In line with the Government's declared policy to promote sports and physical fitness development in the country, and in furtherance of its integrated plan to decongest Metro Manila Area and to establish a centralized educational and cultural complex in Lungsod Silang, Antipolo, Rizal, it is hereby directed that:

A Committee is hereby created to be composed of the following officials:

Deputy Minister Elpidio Doroteo
Deputy Minister Hermenegildo Ducilao
NIA Administrator Fiorello Estuar
The Committee shall operate with a budget of THREE HUNDRED MILLION PESOS (P300M)  and it shall perform and discharge the following functions:

  a)
To plan, design, construct and maintain an Integrated Sports Complex in Lungsod Silangan, Antipolo, Rizal;
   
  b)
To formulate and implement plans for the eventual transfer of universities and colleges, both public and private, to the area, which plans shall, however, be the subject to prior approval by the President; and
   
  c)
To perform such other functions which are necessary to attain the objectives of this Letter of Instructions.

The structural design for the sports complex shall he prepared by Dr. Estuar while the architectural design shall be undertaken by Architect George Ramos.

The Committee shall be under the Ministry of Human Settlements, which, In hereby authorized to form and organize a Working Secretariat whose members shall be designated by the Minister Human Settlements.  For this purpose, the Ministry nay hire consultants and procure the necessary equipment which may be needed for the planning and execution of the project.
